Thomas A. Barr

Tom began his career with Richards, Layton & Finger, P.A., where he rendered advice and provided legal opinions in connection with a wide range of transactions on a variety of matters of Delaware law, including the formation, power, and authority of Delaware corporations and alternative business entities, the enforceability of Delaware law governed contracts, various choice of law issues, and the creation and perfection of security interests under Article 9 of the Delaware Uniform Commercial Code.  He then served as a judicial law clerk to the Honorable Troy L. Nunley of the U.S. District Court of the Eastern District of California.  After the conclusion of that clerkship, Tom worked as a General Attorney for U.S. Customs and Border Protection’s Office of Chief Counsel.  There he earned the Deputy Chief Counsel Award for Creativity and Innovation and the Commissioner’s Award for Partnering and Stakeholder Engagement primarily for his work on high-profile civil litigation.  Tom then returned to Delaware to serve as a judicial law clerk to the Honorable Kent A. Jordan of the U.S. Court of Appeals for the Third Circuit.  Tom has also represented a child in foster care as her guardian ad litem in Delaware Family Court proceedings.
